Background
Iran maintains one of the most aggressive internet filtering regimes in the world. Instagram, X, YouTube, Facebook, and most Western platforms are blocked outright at the national level; ChatGPT and Telegram face partial restrictions. During protests, the government has repeatedly throttled or fully blackout the internet for periods of days.
How the filtering works: Iranian filtering combines DNS blocks, IP blocks, and DPI. Whitelisted "national internet" (SHOMA) is the goal of the state's network policy.
